Checklist:

  • The Award is given for Innovation in Public Administration and Outstanding Implementation of governemnt schemes, policies and programmes.
  • Individual Officers as well as Groups will be eligible with no more than three officers allowed ina  group.
  • There is a total of 10 awards and each consists of a Citation.

Overview

In order to acknowledge, recognise and reward the extraordinary, exemplary and innovative works done by the officers of the State Goverment, a scheme 'Karmashree', the Chief Minister's Award for Excellence in Public Administration has been instituted since 2017.

Eligibility Criteria

Selection shall be on the basis of

  • Innovativeness
  • Sustainability
  • Upscalability
  • Impact on overall service delivery system
  • Improvement in efficiency and effectiveness in administration or governance
  • Social, economic or any other benefit from the initiative
  • Improved transparency and objectivity in the process
  • Any other criteria which may be decided by the Screening and/or Selection Committee

Application duly filled with details of the initiative as asked.

Process Flow

There will be two committees to scrutinize and select the proposals for award:

I. Screening Committee: The Screening Committee will be headed by the senior-most Secretary of AR&T Department. Two other members may be nominated by the Chief Secretary in the Committee. The Committee will scrutinize and shortlist the proposals recieved. The committee may conduct on-spot study or call the applicant to make a presentation on the proposals. Screening Committee will make its recommendations to the State Level selection Committee.

2. State-Level Selection Committee: State-Level Selection Committee will be headed by the Chief Secretary with Senior-most Secretary of AR&T Department as Member Secreatary. One Addl. chief Secretary and two other members may be nominated by the Chief Secretary. State Level committee will recommend the names of officers for considerations and approval of Chief Minister for award.
